Gov. Harris issued the proclamation in response to the President of the Confederate States, Jefferson Davis, calling on 6,000 troops from Tennessee for a six-month term during the Civil War, under an act of the Confederate Provisional Congress to provide for local "defence." It was approved August 21, 1861, and signed by Governor Harris on June 22, 1863, in Winchester.
